As the pandemic-driven recession tanks fiscal revenues, governments are seeing radical ideas such as charter cities with new eyes.
Mark Lutter, founder and executive director of the Charter Cities Institute, argues for privately built and managed urban centers to attract investment and jobs.
He believes charter cities have the potential to lift millions out of poverty in the developing world by fostering policy competition between jurisdictions.
